Yeah, as I vaguely recall from my days of being a casual fan of it in college, Kim Possible is mostly wacky wacky gen with some femslash on top.
Shego is kind of a... punch clock villain. She generally serves as a minion to a far less competent boss Dr. Drakken, and while one gets the impression that she could come up with better evil plans than him, she's not super-into ruling the world, she just wants to snark, kick people in the head and cash her minion paycheck.
