I tend to find that songs for certain characters sometimes pop up, and sometimes don't. Actually, for me it's more of a genre feel or similar, because I tend to be looking for songs which are appropriate for the location the characters are in. So Bree in Lord of the Rings is very much English folk tunes (complete with enthusiastic amateur musicians who practice on the rare occasions they don't have something else to do), while Minas Tirith is much more structured - chamber music, professional musicians, choral stuff. Rohan is bardic - I can see there being skalds in Edoras, and I can see the bardic types in Rohan earning the type of respect that Celtic and Nordic bards did.
On the other hand, I do tend to write what I call 'songfic' - these are stories which are inspired by the lyrics of a particular song (I listen to lyrics a lot). Generally I'll use either a particular line as a jumping off point for a song, or I'll use the "feel" of the whole song as an inspiration. If I'm quoting the song at all, it's usually a brief verse at the beginning of the story.
