The Stark Industries/Wayne Induestries contract requires periodic renegotiations every time Tony is in Gotham. Much like the SI/Lexcorp agreement-not-to-commit-corporate-sabotage, which is annually renegotiated over copious amounts of alcohol. Fusion-verse!Tony once tried to sleep with Oliver Queen to talk him into letting Tony open up a factory in Star City, but even sex wasn't enough to sway Ollie from his hatred of the Military-Industrial Complex (which didn't mean Ollie was going to turn down the sex.
