Yes. While she didn't commmit mass murder (though I'm betting some people with physical mutations died when their powers were taken away, since people aren't meant to have exoskeletons, or be made of rock, etc.), she did effectively wipe mutants-as-a-race from the face of the earth, to the point that no more mutant children are being born and mutants as a group are facing possible extenction.
