This was really fascinating to me, as I'm not American, and don't have a terrifically detailed knowledge of American history. The WWI parallels particularly were new to me.

One thing that I did like about the ending of Civil War and the 50 State Initiative is that it is a real attempt to sell the superhumans as non-elite, as someone who comes from your town, protects your state, and is no more special than, say, a firefighter or police sniper. I doubt it will work, but it is a genuine change from the Avengers-style "fly in and protect you some time after the Hulk has run through your town and crushed it". You're quite right to say that they are a superhuman army, but Tony is trying very hard to disguise that fact.

Have you read the Greg Rucka run of Wonder Woman? In it, she is indeed accused of spreading lesbianism and paganism to Middle America - it's a very interesting, very political run.
